Usually I integrate a suitable regulated provider with the product or store. If a custom gateway is proposed, its legal, security and operational requirements must be assessed separately.
No developer can promise that from a landing page. I can design and implement the agreed technical scope, while the applicable obligations need review by the business and qualified legal or security specialists.
I include those states in the integration specification when they belong to the flow. They need tests and clear ownership, not only a successful-payment demo.
